One would assume that this two-pack is meant to expose new fans to the series, as there are a lot of people who've never even heard of KOF time was, you had to be in or around a pretty sizeable Chinatown to find a KOF cabinet, or a NeoGeo MVS cabinet with a KOF board, in North America.
